Another health insurer could end up out-of-network with LVHN

A contract dispute between Jefferson Health and Independence Blue Cross could leave patients in the Lehigh Valley paying more out of pocket if no deal is reached by the end of the year.

According to a statement from Jefferson, the health system will remain in-network with IBX through Dec. 31. If a new agreement is not reached, Jefferson Health could be out of network beginning Jan. 1. This would affect an undisclosed number of patients with Lehigh Valley Health Network, a part of Jefferson Health.

As part of the dispute, Jefferson is arguing that it is not being compensated fairly by IBX and is being paid 40% below the national average by IBX, with many patients in Pennsylvania paying more for insurance than the national average.

According to Jefferson, lower reimbursements make it harder to recruit care providers, offer advanced treatments and specialties and provide convenient, high-quality care.

“With runaway inflation, the cost of delivering care keeps climbing, but IBX refuses to keep pace,” the network said in an online statement.

An Independence Blue Cross spokesperson said it offered Jefferson a significant rate increase, which the network denied. On top of this, IBX argues that Jefferson’s claims are misleading and obscure the facts by relying on numbers for hospitals in markets such as New York and California and on averages that don’t represent what is paid in the Philadelphia region.

“Those comparisons do not reflect the reimbursement rates that matter to members and customers here at home and instead create a distorted picture that supports Jefferson’s unprecedented rate demands,” the spokesperson said. “Other health systems in our region receive reimbursement rates comparable to what we currently pay Jefferson Health and remain financially stable, with several posting profits. We do not believe our members and customers should be asked to pay more for the same care from Jefferson as they receive from other physicians and hospitals in the region.”

IBX also argued that the rising prices for services and charges at Jefferson may be attributable to the rush of mergers and acquisitions that Jefferson has engaged in over the last decade, citing a report by the Department of Health and Human Services, Federal Trade Commission and Department of Justice.

Jefferson is known for publicly playing hardball with insurance companies. Stalled contract negotiations between LVHN and UnitedHealthcare left UHC plan holders out of network at LVHN health providers earlier this year.

In March 2025, Jefferson announced it would drop Cigna due to failed negotiations, though a deal was reached in early April.

In November 2022, LVHN announced that it was ending its relationship with another massive insurer, Aetna. The two returned to the table and came to an agreement within a week of LVHN’s announcement.
